illegal use of internet and internet service providers

Internet, which is a common comminication tools, has been developed and distributed rapidly to all over the world especially at the last quarter of the twenty century. 
Yirminci yüzyılın son çeyreğinde gelişmeye başlayan ve büyük bir ivmeyle dünya çapına yayılan iletişim araçlarından biri internettir.

Internet is assumed as to be responsible of the changes at the every stage of the life. Information and communication technologies may affect not only the national life but also the international life of the society. 
 İnternet hayatın her alanında değişikliklere neden olmaktadır. Bilgi ve iletişim teknolojileri sadece ulusların milli düzenlerini değil, tüm uluslar arası toplum düzenini etkilemektedir.

These changes show its effects on the law issue. If anybody does not show a responsible behaviour in the illegal use of internet this results an infringement in the law norms.
 Bu değişim hukuk alanında da kendisini göstermektedir. İnternet kullanımında sorumluluk bilinci ile davranılmaması, hukuk normlarının ihlaline yol açmaktadır.

Some problems appear in determination of the responsibility at the area of, for instance, child pornography, insult, forgery in the society life. 
Örneğin, çocuk pornografisi, hakaret, sahtecilik gibi konularda sorumluluğun belirlenmesi sorunu ortaya çıkmaktadır.

In this study, the problems in the criminal law has been evaluated especially fort he illegal use of internet and internet service providers, about their criminal responsibility. Some suggestions have been also made to solve the problems of the use internet as the legal action in the law.
   Bu çalışmamızda internet ile ilgili ceza hukuku sorunları, internet servis sağlayıcıların cezai sorumlulukları uluslar arası örgütlerin çalışmaları da göz önüne alınarak irdelenmiştir. İnternetin hukuksal boyutu ile ilgili sorunlara çözüm önerileri getirilmiştir.
