We are in awe at the courage of the Syrian
people and disgusted by the brutality of President Bashar al-Assad and his
henchmen.
Suriye halkının cesaretine hayranlık ve saygı duyuyor, Devlet
Başkanı Beşar Esad ile yandaşlarının gaddarlığından ise iğreniyoruz.
Mr. Assad has lost all legitimacy. The question
now is what can the international community do to support the opposition and
its demands for freedom?
Esad tüm meşruiyetini kaybetti. Şimdi asıl soru, uluslararası
toplumun muhalefete ve onun özgürlük taleplerine destek vermek için neler
yapabileceği.
The Syrian people are not giving up. The
protests of July 15-17 were the biggest
in four months of demonstrations.
Suriyeliler pes etmiyor. Dördüncü ayına giren gösterilerdeki en
büyük olaylar, 15-17 Temmuz'daki protestolardı.
The regime isn't giving up either: Thirty-two
people died at the hands of the security forces, raising the total number of
deaths since March to perhaps as high as 1,600.
Rejim de vazgeçmiyor: Güvenlik güçlerinin öldürdüğü 32
kişiyle birlikte, Mart'tan beri ölenlerin sayısı muhtemelen bin 600'ü
buldu.
A foreign military intervention is out of the
question. It is a far more complex case than Libya, and there is no international
support for it. But the United States, Europe and others can bring a lot more
pressure to bear.
Yabancı bir gücün askeri müdahalesi söz konusu değil. Suriye
Libya'dan çok daha karmaşık bir vaka ve müdahale için de uluslararası destek
yok. Ancak Amerika, Avrupa ve diğer
güçler bundan
çok daha fazla baskı uygulayabilir.
The opposition is beginning to organize. Some 350 Syrians met in Istanbul to form a council and plan
for when Mr. Assad is gone.

The American and French ambassadors did the
right thing when they defied the government and visited Hama to provide moral support to the protesters.

doğru bir iş yaptı.
After government loyalists then attacked the
American and French Embassies, Secretary of State Hillary Rodham Clinton said
on July 11 that Mr. Assad had "lost
legitimacy."
That message was quickly diluted.

In Turkey on July 16, Mrs. Clinton expressed hope that the Syrian opposition
"can provide a pathway, hopefully in peaceful cooperation with the government,
to a better future."
Clinton 16 Temmuz'da Türkiye'de, Suriye muhalefetine yönelik umudunu, "umarız daha
iyi bir gelecek için bir yol haritası oluştururlar" diye ifade etti.
European ministers sent Mr. Assad another implicit
lifeline, urging him to implement promised reforms.
Esad'ı söz verdiği reformları uygulamaya çağıran Avrupalı bakanlar,
ona bir başka dolaylı yardım göndermiş oldu.
Washington and Europe have talked for weeks
about expanding existing sanctions that include travel bans and asset freezes
for certain regime members.
Washington ve Avrupa haftalar boyunca, rejimin bazı
üyelerine seyahat yasağı getiren ve varlıklarını donduran mevcut yaptırımları
genişletmeyi tartıştı.
They
need to act. Germany, Italy, France and the Netherlands — the' top consumers of Syrian oil — should stop buying it.

The exports are small enough that a suspension
would have little effect on world prices but a big impact on Damascus.

Turkey, once one of Syria's closest allies, is
now a vocal critic. It needs to impose its own sanctions.
Eskiden Suriye'nin en
yakın müttefiklerinden birisi olan Türkiye, şimdi onu çekinmeden
eleştiriyor. Türkiye'nin kendi yaptırımlarını uygulaması lâzım.
The Arab League is a disgrace. Its new leader,
Nabil Elaraby, visited Mr. Assad in Damascus on July 13 and later complained about "foreign
interference" in Syrian affairs.
Arap Birliği bir yüz karası. Birliğin yeni başkanı Nebil el-Arabi 13
Temmuz'da Esad'ı Şam'da ziyaret ettikten sonra, Suriye'nin içişlerine yönelik
"dış müdahaleden." yakındı.
Russia has been blocking the United Nations
Security Council from condemning the repression and imposing sanctions.
Rusya Birleşmiş Milletler Güvenlik
Konseyi'nin baskıları kınamasını
ve yaptırım getirmesini engelliyor.
Such cynicism should be no surprise. But so
long as Washington and Europe send mixed messages, Moscow and the Arab League
will feel no pressure to change—and Mr. Assad will
believe he can hang on.
Bu kuşkuculuk şaşırtıcı değil. Ama Washington ve Avrupa karışık mesajlar gönderdiği
sürece, Moskova ile Arap Birliği değişim baskısı hissetmeyecek ve Esad
da dayanabileceğini düşünecek.
