1. INTRODUCTION
1. GİRİŞ
1. Eleventh Development Plan (2019- 2023), the first development plan prepared under the Presidential Government System, lays down development vision of our country with a long-term perspective and will serve as a basic roadmap in meeting the fundamental values and expectations of our nation, raising the position of our country in international rankings and improving the welfare level of our people.
1. Cumhurbaşkanlığı Hükümet Sisteminin ilk kalkınma planı olan On Birinci Kalkınma Planı (2019-2023), uzun vadeli bir perspektifle ülkemizin kalkınma vizyonunu ortaya koyarak, milletimizin temel değerlerini ve beklentilerini karşılamak, ülkemizin uluslararası konumunu yükseltmek ve halkımızın refahını artırmak için temel yol haritası olacaktır.
2. Designed as the first five-year part of a fifteen-year perspective, the Development Plan envisages an overall change and breakthrough in all fields, and a resolute and uninterrupted implementation in the long-term perspective.
2. 15 yıllık bir perspektifin ilk beş yıllık dilimi olarak tasarlanmış olan Kalkınma Planı, her alanda topyekûn bir değişim ve atılımın başlatılarak, uzun vadeli bir perspektifte kesintisiz bir şekilde kararlıkla uygulanmasını öngörmektedir.
The plan aims at transforming the economic structure, to maintain stability and sustainability in the long-term, while boosting human capital through a breakthrough in education as well as technology and innovation capacities through a breakthrough in national technology.
Plan döneminde ekonominin yapısı uzun vadede istikrarı ve sürdürülebilirliği sağlayacak şekilde dönüşüme tabi tutularak, eğitim hamlesiyle beşeri sermayenin, milli teknoloji hamlesiyle teknoloji ve yenilik kabiliyetinin artırılması hedeflenmektedir.
3. The Development Plan has been prepared in an environment where international cooperation has been diversified and become further complicated, uncertainties have increased, the balance of economic and political powers have been changing rapidly among developed and developing countries, a global process of re-balancing continues, and new centers of power and attraction are being formed in political and economic levels.
3. Kalkınma Planı, uluslararası işbirliklerinin çeşitlenerek daha karmaşık bir hale geldiği, belirsizliklerin arttığı, gelişmiş ve gelişmekte olan ülkeler açısından ekonomik ve siyasi güç dengelerinin hızlı bir biçimde değiştiği, küresel düzeyde yeniden dengelenme sürecinin devam ettiği, siyasi ve ekonomik düzlemde yeni güç ve çekim merkezlerinin oluştuğu bir ortamda hazırlanmıştır.
4. Coupled with political, economic and financial risks growing at the global level, the rising tensions in the field of trade, growing technological competition and uncertainties fueled by new protectionist trends lead to continued displacements in areas of conflict and alliances, making it difficult for countries to take firm positions in certain areas.

Küresel düzeyde artan politik, ekonomik ve finansal risklerin yanı sıra teknolojik rekabet ve ticaret alanlarında artan gerginlikler ve yeni korumacılık eğiliminin beslediği belirsizlikler, çatışma alanlarının ve ittifakların hızlı bir biçimde yer değiştirmesine neden olmakta ve ülkelerin belirli alanlarda sürekli konumlanmasını güçleştirmektedir.
On the other hand, global power elites tend to manage their development and economic growth processes with a much more strategic approach, develop key cooperation initiatives, improve their competencies in critical technologies and adopt a more planned approach in their economic preferences.
Diğer taraftan, küresel güç odağı olan ülkeler, kalkınma ve ekonomik büyüme süreçlerini çok daha stratejik bir yaklaşımla yönetmeye eğilmekte; önemli işbirlikleri geliştirmekte, kritik teknolojilerdeki yetkinliklerini artırmakta ve ekonomik tercihlerinde daha planlı bir yaklaşım benimsemektedir.
This further increases the need for development process planning which makes it easier to foresee long term priorities.
Bu durum, uzun vadeli öncelikleri görmeyi kolaylaştıran kalkınma sürecinin planlanmasına her zamankinden daha fazla ihtiyaç oluşturmaktadır.
The Eleventh Development Plan will play a guiding role for increasing economic and social resources and channeling them to more productive areas in the medium and long term, by implementing concentration strategies targeting common goals.
On Birinci Kalkınma Planı, ortak hedeflere yönelen yoğunlaşma stratejilerinin uygulamaya konulması yoluyla orta ve uzun vadede ekonomik ve sosyal kaynakların artırılarak daha üretken alanlara yönlendirilmesi için yol gösterici bir işlev üstlenecektir.
5. The Eleventh Development Plan calls for an economic and social development process that would boost the productivity of our country in all fields and help us create more value to achieve greater competitiveness at the international level, through a breakthrough in technology.
5. On Birinci Kalkınma Planı, ülkemizin her alanda verimliliği artırarak, milli teknoloji hamlesiyle uluslararası düzeyde rekabet gücü kazanmasına yönelik daha fazla değer üreten bir ekonomik ve sosyal kalkınma süreci öngörmektedir.
The Plan adopts the principles of supremacy of law, fundamental rights and freedoms protected and enhanced by strong democracy as the pillars of development efforts, while its priority objectives include economic stability and sustainability, improved and more fairly shared welfare and a continued orientation towards development in the fields of human, social and spatial development.
Planda, hukukun üstünlüğü, güçlü demokrasi ile korunan ve geliştirilen temel hak ve hürriyetler, kalkınma çabasının taşıyıcı sütunları olarak benimsenmekte; ekonomide istikrar ve sürdürülebilirlik, beşeri, sosyal ve mekânsal gelişme alanlarında refahın artışı ve adil paylaşımı ile süreklilik arz eden bir gelişmişlik yönelimi öncelikli bir amaç olarak ortaya konulmaktadır.
6. The Development Plan focuses on facilitating competitiveness and efficiency increase in all fields. The Plan has five fundamental pillars; namely, stable and strong economy, competitive production and productivity, qualified human and strong society, livable cities and sustainable environment, and rule of law, democratization and good governance.
6. Kalkınma Planı, her alanda rekabetçiliği ve verimlilik artışını sağlamaya odaklanmıştır. Plan, istikrarlı ve güçlü ekonomi, rekabetçi üretim ve verimlilik, nitelikli insan ve güçlü toplum, yaşanabilir şehirler ve sürdürülebilir çevre ile hukuk devleti, demokratikleşme ve iyi yönetişim gelişme eksenleri olmak üzere beş temel eksenden oluşmaktadır.
All these pillars aim at achieving the ultimate vision of “a stronger and more prosperous Turkey that produces more value and shares more fairly”.
Tüm eksenler açısından nihai olarak “daha fazla değer üreten, daha adil paylaşan, daha güçlü ve müreffeh Türkiye” vizyonunun gerçekleştirilmesi amaçlanmaktadır.
Building on this approach, the Plan aims at boosting domestic production and accelerating industrialization particularly in priority sectors identified in the manufacturing industry.
Bu yaklaşımla, imalat sanayiinde belirlenen öncelikli sektörler başta olmak üzere yerli üretimin artırılması ve sanayileşmenin hızlandırılması öngörülmektedir.
In addition to the priority sectors, agriculture, tourism and defense industry have been established as the priority fields of development in the development plan.
Öncelikli sektörlere ilaveten tarım, turizm ve savunma sanayii kalkınma planında öncelikli gelişme alanları olarak belirlenmiştir.
7. Under the pillar of “stable and strong economy”; the Plan lays down a basic framework and principles governing the monetary, fiscal, revenue and foreign trade policies as well as macroeconomic targets to reinforce these policies.
7. “İstikrarlı ve güçlü ekonomi” ekseni altında ekonomide; para, maliye, gelirler ve dış ticaret politikaları ile bu politikaları güçlendirecek makroekonomik hedeflere ilişkin temel çerçeve ve prensiplere yer verilmektedir.
The pillar of “competitive production and productivity” covers policies to achieve competitiveness and productivity increase in the economy and to support the structural transformation in production as well as the improvement in welfare.
“Rekabetçilik üretim ve verimlilik” ekseni altında ekonomide rekabetçilik ve verimlilik artışı sağlanarak üretimde hedeflenen yapısal dönüşüm ve refah artışına destek sağlayacak politikalar kapsanmaktadır.
Under the pillar of “qualified human and strong society”, the Plan sets out policies to strengthen human capital, explicitly implement the inclusive growth approach and scale up welfare across all sections of the society.
“Nitelikli insan ve güçlü toplum” ekseni altında beşeri sermayenin güçlendirilmesi, kapsayıcı büyüme yaklaşımının belirgin bir biçimde hayata geçirilmesi ve refahın toplumun tüm kesimlerine yaygınlaştırılması amacıyla uygulanacak politikalar ele alınmaktadır.
Under the pillar “Livable Cities and Sustainable Environment”, the Plan includes goals and policies aimed at protecting the environment, improving the quality of living in urban and rural areas and reducing regional development disparities in line with the goal of enhanced economic and social benefit.
“Yaşanabilir Şehirler ve Sürdürülebilir Çevre” ekseni altında ekonomik ve sosyal faydanın artırılmasına paralel olarak çevrenin korunması, şehirlerde ve kırsal alanlarda yaşam kalitesinin iyileştirilmesi ile bölgeler arası gelişmişlik farklarının azaltılmasına yönelik hedef ve politikalara yer verilmektedir.
The pillar of “rule of law, democratization and good governance” covers goals and policies aimed at reinforcing the application of the principles of rule of law and democratization across all institutions and organizations making up the state, strengthening inclusiveness, transparency and accountability at all levels in public administration.
“Hukuk devleti, demokratikleşme ve iyi yönetişim” ekseni altında ise hukuk devleti ve demokratikleşme ilkelerinin Devleti oluşturan tüm kurum ve kuruluşlarda güçlü bir şekilde egemen kılındığı; kamu yönetiminde katılımcılık, şeffaflık ve hesap verebilirliğin her düzeyde hayat bulduğu iyi yönetişim anlayışının pekiştiği hedef ve politikalar ele alınmaktadır.
8. In the Eleventh Development Plan, which includes significant steps for fundamental structural transformation targeted in economic and social domains in the medium and long terms, the implementation aspect of the Plan has been strongly and concretely designed, with policies and measured envisaged under all pillar, primarily including competitive production and productivity.

Orta ve uzun vadede ekonomik ve sosyal alanda hedeflenen temel yapısal dönüşümlere yönelik önemli adımları içeren On Birinci Kalkınma Planında başta rekabetçi üretim ve verimlilik olmak üzere tüm eksenlerde öngörülen politika ve tedbirlerle Planın uygulama ayağı güçlü ve somut bir biçimde tasarlanmıştır.
In this framework, resource allocation has been prioritized according to needs and productivity enhancing functions, and the implementation mechanisms and instruments to be used over the fiveyear Plan period have been set out.
Bu çerçevede, kaynak dağılımının ihtiyaçlara ve üretkenliği artırma işlevine göre önceliklendirilmesi yapılarak, plan kapsamındaki beş yıl boyunca uygulama mekanizmaları ve araçları ortaya konulmuştur.
9. The Eleventh Development Plan has been prepared through an inclusive approach involving all sections of the society including ministries and public institutions and organizations.
9. On Birinci Kalkınma Planı, bakanlıklar başta olmak üzere kamu kurum ve kuruluşlarının yanı sıra toplumumuzun tüm kesimlerinden çok sayıda temsilcinin katkılarıyla katılımcı bir yaklaşımla hazırlanmıştır.
In this scope, 75 specialized commissions (SC) and working groups were set up, bringing together and more than 3,500 public employees and representatives from the private sector, NGOs and academia.
Bu kapsamda üç bin beş yüzü aşkın kamu çalışanı, özel kesim ve sivil toplum kuruluşu temsilcisi ve akademisyenin bir araya gelerek katkı verdiği 75 adet özel ih-tisas komisyonu (ÖİK) ve çalışma grubu oluşturulmuştur.
As part of the consultation process on the development priorities of our country a total of 267 meetings and workshops were organized in 81 provinces, with the participation of approximately 12,000 people at the local level.
Ülkemizin kalkınma önceliklerine yönelik görüş alışveriş süreci kapsamında 81 ilde toplam 267 adet toplantı ve çalıştay düzenlenerek yerel düzeyde yaklaşık 12 bin kişinin katkısı alınmıştır.
In addition, comments and suggestions were collected from more than 19,000 people on the priorities of the Plan, through a citizen survey carried out via the internet.
Ayrıca internet üzerinden gerçekleştirilen “vatandaş anketi” yoluyla 19 bin kişiyi aşkın katılımcıdan plan önceliklerine dair fikir ve öneriler alınmıştır.
10. The Development Plan offers a set of policies which will guide all institutions in setting priorities for the preparation of other policy documents and strategic plans.
10. Kalkınma Planı, diğer politika dokümanları ile stratejik planların hazırlanmasında tüm kurumlara, önceliklerini belirlemede yön verecek bir politika seti sunmaktadır.
In order to efficiently implement the policies and measures envisaged in the Plan, the Presidency Program, medium-term programs (MTP), annual programs of the Presidency, regional development and sectoral strategies, institutional strategic plans will be prepared on the basis of the Development Plan.
Planda öngörülen politika ve tedbirlerin etkin bir biçimde hayata geçirilmesini teminen Cumhurbaşkanlığı Programı, orta vadeli programlar (OVP), Cumhurbaşkanlığı yıllık programları, bölgesel gelişme ve sektör stratejileri, kurumsal stratejik planlar Kalkınma Planı esas alınarak hazırlanacaktır.
The Development Plan has particularly considered the budgetary aspects of all policies and measures to be implemented, in order to strengthen the linkages between the Plan and budget. Public institutions will set their policies, investment and current expenditures, institutional and legal arrangements in compliance with the targets and resources envisaged in the Plan.
Kalkınma Planında, plan ve bütçe bağlantısını güçlendirmek üzere uygulanacak tüm politikaların ve alınacak tedbirlerin bütçe boyutu özellikle dikkate alınmıştır. Kamu kuruluşları politikalarını, yatırım ve cari harcamalarını, kurumsal ve hukuki düzenlemelerini planda öngörülen hedef ve kaynaklara göre ortaya koyacaklardır.
11. Given the expedited and effective structure of the executive function under the Presidential Government System, the Eleventh Development Plan, which lays down the highest-level policies to be implemented in this framework, will be efficiently implemented by administrations.
11. Cumhurbaşkanlığı Hükümet Sisteminde yürütmenin hızlı ve etkili yapısıyla bu çerçevede uygulanacak en üst politikaların belirlendiği On Birinci Kalkınma Planının idarelerce etkin bir şekilde uygulanması amaçlanmaktadır.
In this framework, the monitoring and evaluation of progress achieved in the Development Plan will be carried out through an efficient monitoring and evaluation mechanism to be established through the coordination of the Ministry of Treasury and Finance and the Presidency of Strategy and Budget, and monitoring and evaluation results will be reported to the President annually.
Bu çerçevede Kalkınma Planındaki gelişmelerin izlenmesi ve değerlendirilmesi Hazine ve Maliye Bakanlığı ile Strateji ve Bütçe Başkanlığı koordinasyonunda etkin bir izleme ve değerlendirme mekanizması aracılığıyla gerçekleştirilecek ve her yıl bir rapor şeklinde Cumhurbaşkanına sunulacaktır.
12. Public institutions will be responsible for developing the sub-policies and measures applicable to their respective fields of duty, within the framework of the Plan’s objectives, goals, principles and policies. The Plan’s objectives, goals and policies will provide the overall framework for the budget and expenditure processes.
12. Kamu kuruluşları Planın amaç, hedef, ilke ve politikaları çerçevesinde kendi görev alanlarına ilişkin alt politikaların ve tedbirlerin geliştirilmesinden sorumlu olacaktır. Bütçe ve harcama süreçlerinde Planın amaç, hedef ve politikaları temel çerçeveyi oluşturacaktır.
13. In the time of increased geopolitical and economic uncertainities and global balances of power started to be reshaped, all resources of our country will be channeled to the achievement of goals set by this Plan, through a shared understanding, in order to address risks and threats, take the available opportunities for the benefit of our nation, maintain a government understanding that values welfare and equally shared prosperity above everything and raise our country to the level of contemporary civilizations.
13. Jeopolitik ve ekonomik belirsizliklerin arttığı, küresel güç dengelerinin yeniden şekillenmeye başladığı bir dönemde, ülkemizin sahip olduğu tüm kaynakları ortak bir anlayış çerçevesinde bu Plan ile belirlenmiş hedeflere yöneltmek suretiyle, riskleri ve tehditleri karşılayabilen, fırsatları ise milletimizin kazancına dönüştüren, refahı ve adil bölüşümü herşeyin üzerinde tutan bir yönetim anlayışının hâkim kılınması ve ülkemizin muasır medeniyetler seviyesine çıkarılması temel hedefimiz olmaya devam edecektir.
