Urbanization, the factors affecting it and the problems which result from it, the structure of urban governing bodies and Turkey's metropolitan governments have, been studied and today's city governments and the problems faced by them have been analysed.
Şehirleşmeyi etkileyen nedenler, yarattığı problemler, şehir yönetim yapıları ve problemleri, ülkemizde büyükşehir yönetimi ve metropoliten yönetimler incelenmiş, günümüzdeki şehir yönetim yapıları ve karşılaştıkları problemler tahlil edilmiştir.


The figures below us that urban areas In which we live were first established nine or ten thousand years ago, and that the 1,7 percent of the world's population then lived in cities of more than one hundred thousand, and 2,4 percent lived in towns of less than twenty thousand. We can also see quite clearly from the figures below that rapid urbanization started in the nineteenth century and continued at the beginning of the twentieth century as a result of industrialization.
Yaşadığımız şehirlerin 9-10 bin yıl öncesine dayandığı, 1880'lerde dünya nüfusunun % 1,7si 100.00 ve daha kalabalık. % 2,4 u ise 20.000 ve daha az nüfuslu şehirlerde yaşadığı; hızlı şehirleşmenin 19. ve 20. yüzyıl başlarında sanayileşmeye paralel olarak başladığı ve giderek devam ettiği aşağıda verilen rakamlardan anlaşılmaktadır.

It has been estimated that the rate will be  4.58 % during 1990-1994 for the Sixth Five-year Development Plan.
1990-1994 6nci 5 yıllık kalkınma döneminde ise şehirleşme hızının devam ederek % 4.58 olacağı tahmin edilmektedir.

The number of municipalities serving settlements with a population over 50.000 is 6.2 %. The number of local authorities reached, 1,984 by the end of 1989.
Nüfusu 50.000'in üstündeki beldelere hizmet veren belediye sayısı % 6.2 civarındadır. Ağustos 1989 tarihi itibarıyla toplam belediye sayısı 1984'e ulaşmıştır.


The increase in the urban population has resulted in the emergence of various new services. In order to meet the ever increasing demand, city councils have been forced to reorganise, enlarge and develop their structures.Şehir nüfusunun artması, kamu hizmetlerini çeşitlendirmekle beraber bu hizmetlere olan talebi de artırmaktadır. Artan bu talebin karşılanması şehir yönetim yapılarını zorlamakta, büyümesine ve gelişmesine neden olmaktladır.


Alongside these changes the governing bodies, too, have to reform theirs. Local authorities in our country have not yet been willing to move very fast, but they will have to modernize.Büyüyen ve gelişen ihtiyaçlar karşısında; yönetim yapıları, bu gelişmeye paralel olarak kendi yapısal düzenlemelerini de gerçekleştirmek durumundadır. Bu gün gözlenen odur ki, yerel yönetim yapıları ülkemizde bu dinamizmi sağlayamamaktalar ve statik bir yapıda kalmaktadırlar. Yerel yönetim yapıları, günün ihtiyaçlarına cevap verecek dinamik bir yapıya kavuşturulmalıdır.


As the reorganization of the structure of local authorities is not something that can be done overnight, and as the present personnel system will lake a long lime to be changed, the best thing will be to buy some short-term services from consultant firms, from people or from other institutions,which will support the use of present resources for the more urgent services, it will be necessary to furnish the village authorities with a structure which has the power and authority to protect the smallest social unit, the family.
Yerel yönetim yapılarının dinamik bir yapıya kavuşturulmasının uzun bir zaman alacağı, mevcut personel rejiminin kısa sürede değişiminin mümkün görülmemesi nedeniyle, nitelikli ve süreklilik arzetmeyen hizmetlerin müşavir firma, kişi ve diğer kuruluşlardan satın alınması suretiyle karşılanması, mevcut kaynakların öncelikli hizmetlere tahsisi ve kaynak kullanımına özen gösterilmesi büyük önem arz etmektedir. Köy ve mahalle muhtarlıklarının, ailelerin korunmasına yönelik yetki ve görevlerle donatılmasını temin edecek bir yapıya kavuşturulmalıdır.
