The GAP project appropriations are met from budgets of various state institutions and organizations which have GAP investments in their annual programme.

The amount of money allocated to the GAP region in the 2008 Investment Program is 637 million 473 thousand YTL, when individual projects are taken into consideration.
2008 yılı Yatırım Programı’nda GAP Bölgesi için ayrılan para, münferit projeler dikkate alındığında 637 milyon 473 bin YTL’dir.
A major portion of the hydroelectric power production in the country is generated by the Karakaya, Atatürk, Dicle (Tigris), Kralkızı, Birecik, Karkamış and Batman hydroelectric plants, all of them GAP projects.
Ülkede, hidroelektrik enerji üretiminin büyük bölümü GAP kapsamındaki Karakaya, Atatürk, Dicle, Kralkızı, Birecik, Karkamış ve Batman HES’lerinden sağlanmaktadır.
In the plants, a total of 292.5 billion kWh hydroelectricity generation was realized.
Tesislerde toplam 292.5 milyar kilovat saat hidroelektrik enerji üretimi gerçekleştirilmiştir.
GAP, with its 18.2 billion kWh power production, had a 51% share in Turkey’s total hydroelectric power production of 35.7 billion kWh in 2007. (The ultimate production target of GAP plants is 27 billion kWh.).
Türkiye’de 2007 yılında üretilen 35.7 milyar kilovat-saatlik hidroelektrik enerji içinde GAP 18.2 milyar kilovat-saatlik hidroelektrik üretimiyle % 51’lik bir paya sahiptir. (GAP’ın enerji hedefi: 27 milyar kilovat-saat.)
Irrigation Projects: By the end of 2007, irrigation projects, in a total area of 263,356 hectares (ha) have been completed in the Fırat (Euphrates) and Dicle (Tigris) River Basins of GAP Region; and the irrigation network for another 109,134 hectares is under construction. When the projects are completed, 1.8 million ha will be effectively irrigated.
Sulama Projeleri: GAP Bölgesi’nde 2007 sonu itibarıyla Fırat ve Dicle havzalarında toplam 263.356 hektar alan (ha) sulamaya açılmıştır ve 109.134 hektarlık alanın sulama şebeke inşaatı devam etmektedir. Projelerin tamamlanmasıyla 1.8 milyon ha sulanacaktır.
Industrial Infrastructure: Mainly industrial infrastructure investments, which will pave the way for industrial development, are being carried out in the GAP region.
Sanayi Altyapısı: GAP Bölgesi’nde sınai gelişmeyi sağlayacak olan sanayi altyapısı yatırımları gerçekleştirilmektedir.
Eight organized industrial sites (OIS) have been completed in the region, three of them in Gaziantep and the rest in Mardin, Şanlıurfa, Kilis, Siirt and Adıyaman. Constructions of 11 other OISs are continuing.
Üçü Gaziantep’te olmak üzere; Mardin, Şanlıurfa, Kilis, Siirt ve Adıyaman’da toplam sekiz Organize Sanayi Bölgesi (OSB) tamamlanmıştır. 11 OSB’nin ise inşaatı devam etmektedir.
Moreover, construction of 25 small industrial sites (SIS) has been completed in the GAP region, with 10,069 business places. Twelve more SISs are under construction. There are also two free trade zones, one in Mardin and the other in Gaziantep.
GAP Bölgesi’nde içinde 10.069 iş yeri bulunan 25 adet Küçük Sanayi Sitesi (KSS) tamamlanmıştır. 12 KSS’nin ise inşaatı devam etmektedir. Biri Mardin, diğeri Gaziantep’te olmak üzere iki serbest bölge vardır.
Sustainable Human Development and Human Focused Projects: The GAP project, aiming to improve the living standards of the people in the region, attaches special emphasis to projects with environmental and human dimensions as well.
Sürdürülebilir İnsani Gelişme ve İnsan Odaklı Projeler: Bölge insanının yaşam kalitesinin yükseltilmesini hedef alan GAP, ağırlıklı bir biçimde insani ve çevresel boyutları kapsamına almıştır.
In this context, GAP is not merely a public project, but it is a vast umbrella under which various agents and NGOs are engaged in cooperation.
Bu bağlamda GAP sadece bir kamu projesi değil, farklı aktörler ve hükûmet dışı kuruluşların iş birliği içinde olduğu geniş bir yelpazedir.
Energy Projects: In 2007, nine hydroelectric plants were commissioned.
Enerji Projeleri: 2007’de dokuz hidroelektrik santrali (HES) işletmeye açılmıştır.
The region is benefiting from ÇATOM programs.
With the aim of improving the status of women in the region, Multipurpose Community Centers (ÇATOM) have been set up since 1995 to conduct educational and social programs for women and young girls between the ages of 14 and 51. Over 125 thousand people, mainly women, benefited from nearly 29 ÇATOM programs conducted in 9 provinces in 2007 alone.
Bölge kadınının statüsünü yükseltmek amacıyla 14-51 yaşları arasındaki kadın ve genç kızlara eğitici ve sosyal programlar uygulamak üzere 1995 yılından bu yana, Çok Amaçlı Toplum Merkezleri (ÇATOM) kurulmaktadır. 2007 yılında dokuz ilde sayısı 29’u bulan ÇATOM programlarından, çoğunluğu kadın olmak üzere 125 binden fazla kişi doğrudan yararlanmıştır
GAP Support and Guidance Centers for Entrepreneurs (GAP-GİDEM) have been established in cooperation with the United Nations Development Program (UNDP) in order to render investment consultancy services with the aim of increasing investments and developing entrepreneurial skills in the region. The GİDEMs have been functioning since July 2002.
Bölgede yatırımları artırmak, girişimciliği geliştirmek ve yatırım konusunda danışmanlık sağlamak üzere Birleşmiş Milletler Kalkınma Programı (UNDP) ile birlikte GAP Girişimci Destekleme ve Yönlendirme Merkezleri (GAP-GİDEM) oluşturulmuştur. GİDEM’ler, Temmuz 2002’den beri faaliyetlerine devam etmektedir.
A total of 5,056 businessmen attended the training/ seminar activities, 2,989 of them took advantage of information services and 1,019 benefited from consultancy and advisory services organized in the region between 2003 and 2007 by four GİDEM offices established in Adıyaman, Diyarbakır, Mardin and Şanlıurfa.
Adıyaman, Diyarbakır, Mardin ve Şanlıurfa’da açılan dört GİDEM ofisinin, 2003-2007 döneminde bölgede düzenlediği eğitim/seminer faaliyetlerinden 5.056, bilgilendirme hizmetlerinden 2.989, danışmanlık, tavsiye ve yönlendirme hizmetlerinden ise 1.019 iş adamı yararlanmıştır.
The Youth Project: A series of social, educational and cultural activities are carried on in nine Youth and Various activities are organized within the scope of the Youth Project. Culture Houses set up with the objective of securing the participation of youngsters in the process of development.
Gençlik Projesi: Gençliğin kalkınma sürecine katılımını sağlamak amacıyla kurulan dokuz Gençlik ve Kültür Evi’nde sosyal, eğitsel ve kültürel faaliyetler ile kapasite artırıcı etkinlikler yürütülmektedir.
Local administrations collaborate with national and local NGOs as well as the private sector within the scope of this project. The project enjoys the financial support of the Swiss government and is implemented in cooperation with the GAP Administration and the UNDP. Around 76 thousand youngsters have benefited from this project. The project has been implemented since September 2006.
Some other projects of the GAP Administration are the Preparation of the Subregional Development Plan of the Ilısu Dam Lake Environs, the GAP Region Public Health Project, the Central Village and Return to Villages Development Project, the Search, Excavation and Rescue Mission for the Hasankeyf Historical and Archeological Site, the Project for the Improvement of People’s Income Level in Nonirrigated Areas, the Project for the Development of Animal Husbandry in the GAP Region, and the Agricultural Research Project. The GAP Administration has many other projects in the agriculture, infrastructure, mapping, development and environment fields.

Projects Carried out Jointly with International Organizations: The “Sustainable Development Program” is carried out jointly with the United Nations Development Program (UNDP) and receives joint financing from the Swiss Development Agency and other international organizations. This 5.9 million USD program comprises 33 subprojects.
Uluslararası Kuruluşlarla Ortaklaşa Yürütülen Projeler: UNDP ile ortaklaşa yürütülen “Sürdürülebilir Kalkınma Programı”, İsviçre Kalkınma Teşkilatı ve diğer uluslararası kuruluşların ortak finansmanı ile uygulanan 5.9 milyon ABD doları tutarındaki 33 alt projeden oluşmaktadır.
The first phase of implementation has been completed in a number of projects, including the Juvenile Street Laborers Rehabilitation, Vocational Training Aiming at the Youth, Support for Women Entrepreneurs and Subregional Implementation for Integrated Rural Development. The second phase gave priority to those projects aiming at women, youth and children. The project has been completed as of end of 2007.
Programın birinci aşamasında, Sokakta Çalışan Çocukların Rehabilitasyonu, Gençlere Yönelik Mesleki Eğitim, Kadın Girişimcilerin Desteklenmesi, Alt Bölge Entegre Kırsal Kalkınma Uygulaması; ikinci aşamasında ise öncelikli olarak kadın, genç ve çocuklarla ilgili projeler uygulanmıştır. Proje 2007 sonu itibarıyla tamamlanmıştır.
The EU-GAP Regional Development Program: This program has a total budget of 47 million euros and aims to improve the social and economic conditions of the people living in the region. It also supports the goals of the National Program such as reducing the imbalance in development among the regions, providing informative services for producers, increasing the rate of employment and attaining sustainable economic development.
AB-GAP Bölgesel Kalkınma Programı: Toplam finansman tutarı 47 milyon avro olan bu program, bölge nüfusunun ekonomik ve sosyal koşullarının iyileştirilmesini hedeflemekte; aynı zamanda bölgesel gelişmişlik farklarının azaltılması, üreticilerin bilgilendirilmesi, istihdamın artırılması ve sürdürülebilir ekonomik kalkınmanın sağlanması gibi ulusal program hedeflerini de önemli ölçüde desteklemektedir.
The program consists of three components. Allocations for these components, namely the Development of the Cultural Heritage, the Rural Development Project and Support for Small and Medium-sized Entrepreneurs, amount to 15 million euros, 24 million euros and 7.6 million euros, respectively.
Program üç bileşenden oluşmaktadır. Bunlardan Kültürel Mirasın Geliştirilmesi bileşeni için 15 milyon, Kırsal Kalkınma Projesi için 24 milyon, Küçük ve Orta Ölçekli Girişimcileri Destekleme Projesi için 7.6 milyon avro tahsis edilmiştir.
During the integrated regional development process, the GAP Administration, in addition to these programs and projects, continues to cooperate with various international organizations, Nongovernmental Organizations and universities to mutually share information and experience, exchange experts and transfer technology.
Entegre bölgesel kalkınma sürecinde GAP İdaresi, bu projelerin dışında çeşitli uluslararası kuruluşlar, sivil toplum kuruluşları ve üniversiteler ile bilgi ve deneyimlerin karşılıklı paylaşımı, uzman değişimi ve teknoloji transferi amaçlı iş birliği çalışmalarını da yürütmektedir.
Within this framework, a series of cooperation protocols were signed with various institutions and universities from a number of countries, including USA, Egypt, Syria, Israel and Italy.
Bu çerçevede ABD, Mısır, Suriye, İsrail ve İtalya gibi ülkelerin kurum, kuruluş ve üniversiteleri ile iş birliği protokolleri imzalanmıştır.

The Southeastern Anatolia Project (GAP), which is the most comprehensive project in Turkey and one of the leading models of its kind in the world, is implemented in an area encompassing nearly 10% of Turkish territory and 10% of the total population.
Türkiye’nin en kapsamlı, dünyanın benzerleri arasında örnek gösterilen sayılı projelerinden olan Güneydoğu Anadolu Projesi (GAP), alan ve nüfus olarak Türkiye’nin yaklaşık % 10’unu oluşturan bir bölgede uygulanmaktadır.
GAP is an integrated sustainable project based on human development, consisting of 22 dams and 19 hydroelectric plants and irrigation facilities envisaged to be built along the Tigris and the Euphrates. It encompasses urban, rural, and agricultural infrastructure as well as the industry, education, transportation, health, housing, tourism and other sectors.
GAP, Dicle ve Fırat nehirleri üzerinde yapılması öngörülen 22 baraj ve 19 hidroelektrik santrali ile sulama tesislerinin yanı sıra kentsel, kırsal ve tarımsal altyapı ile sanayi, eğitim, ulaştırma, sağlık, konut, turizm ve diğer sektörleri de içine alan sürdürülebilir insani kalkınmaya dayalı entegre bir projedir.
In the GAP Project, that was foreseen to be completed in 2005 with a public expenditure of 32 billion US dollars, cash realization remained at 62.2% in 2007.
Toplam 32 milyar ABD doları kamu harcaması ile 2005 yılında tamamlanması öngörülmüş olan GAP’ta nakdi gerçekleşme 2007 yılında % 62.2 seviyesinde kalmıştır.
Hence, the “GAP Action Plan 2008-2012” was put into force in June 2008. With this plan, a cash flow of 26.7 billion USD will be provided for the project.

GAP Administration: The GAP Regional Development Administration was established in 1989 to plan, guide, oversee and coordinate regional development.
GAP İdaresi Başkanlığı: GAP Bölge Kalkınma İdaresi Teşkilatı; bölgesel kalkınmayı planlamak, yönlendirmek, izlemek ve koordinasyonunu sağlamak üzere 1989 yılında kurulmuştur.
GAP Investments: In 2008, more than 2 billion TL was spent on investments in the GAP region.
GAP Yatırımları: 2008 yılında GAP Bölgesi’ndeki yatırımlar için yapılan harcama toplamı 2 milyar TL’yi aşmıştır.

From May 2001 to the present day, around 79 thousand youngsters have benefited from a series of social, educational and cultural activities that are carried out in 9 Youth and Culture Houses set up with the objective of securing the participation of youngsters in the process of development.

International Cooperation: Within the scope of GAP, under the coordination of the GAP Administration, various projects are being implemented, addressing different sectors, with international collaboration.
Uluslararası İş Birliği: GAP kapsamında; GAP İdaresi Başkanlığı koordinasyonunda, uluslararası iş birliği ile farklı kesimlere yönelik çeşitli projeler de uygulamaya konmaktadır.
A 5.9 million USD “Sustainable Development Program”, supported by UNDP-Swiss Development Agency and completed by the end of 2007, a 47 million euro “EU-GAP Regional Development Program”, a 23.2 million euro “Reduction of Flood Risks Project”, and a 5 million euro “Strengthening Women and Women’s Non governmental Organizations Project” are some examples of these.
2007 sonu itibarıyla tamamlanan UNDP-İsviçre Kalkınma Teşkilatı destekli 5.9 milyon ABD doları tutarındaki Sürdürülebilir Kalkınma Programı, 47 milyon avro tutarındaki AB-GAP Bölgesel Kalkınma Programı, 23.2 milyon avro tutarındaki Sel Riskinin Azaltılması Projesi ile 5 milyon avro tutarındaki Kadınların ve Kadın Sivil Toplum Kuruluşlarının Güçlendirilmesi Projesi bunlardan bazılarıdır.
